To get started on BfA, you should be able to get a war council quest from the herald at a Hero's Call/Warchief's Command board.

The Lordaeron scenario (Alliance) is the first quest in the introductory story chapter Come Sail Away, which leads the Alliance to Kul Tiras. Completing the questline unlocks the Scouting Map in Boralus, allowing players to begin questing in Tiragarde Sound, Drustvar and Stormsong Valley. Level 110 characters will auto-accept the first quest when BfA hits the servers on August 14. 2018.
