Here is the definitive answer to this:
* A Leatherworking skill of 70 (at least) is needed
* Lotherias in Darnassus (64.4, 22,1 on Leatherworking terrace above Tailoring) hands it out
* Required level of 8Hopefully that clears up some confusion :-)
EDITED: Thank you for level requirement!

All told you will need 68 Light Leather and 37 Coarse Thread to make the required items for this quest.
In patch 9.0.1 the recipe is still obtainable and, since is bind on use, can be sent to opposite faction or sold in AH.
The prerequisites are having a toon at least level 5 (needed to learn LW) and having vanilla leatherworking at least level 70 (needed for the quest to pop from Lotherias). Here's the easiest way in my experience:
- create a fresh new night elf character and choose Teldrassil as your leveling zone; i created a NE druid but any class is good for the purpose;
- level the toon until level 5, needed to learn vanilla leatherworking. Then, learn LW in Starbreeze village or in Darnassus, at your choice. You don't need character level higher than 5 to have the quest shown. Once you hit level 5, fly to Darnassus.
- Acquire 180 light leather; you can buy it from AH in Darnassus (easiest way) or learn and grow your skinning and skin creatures around the zone.
Learn the recipes from trainer and craft the following:
30 x [Light Armor Kit] - 30 Light Leather - to reach vanilla leatherworking level 30
20 x [Handstitched Leather Cloak] - 40 Light Leather, 20 Coarse Thread - to reach vanilla leatherworking level 50
5 x [Handstitched Leather Belt] - 30 Light Leather, 5 Coarse Thread - to reach vanilla leatherworking level 55
5 x [Embossed Leather Gloves] - 15 Light Leather, 10 Coarse Thread (save 1 of them for the quest) to reach vanilla leatherworking level 60
5 x [Embossed Leather Boots] - 40 Light Leather, 25 Coarse Thread - to reach vanilla leatherworking level 65 (save all of them)
5 x [Embossed Leather Cloak] - 25 Light Leather, 10 Coarse Thread - to reach vanilla leatherworking level 70 (save all of them)Once you hit level 70 in vanilla LW, the quest will pop over Lotherias head. Take it and deliver it with the items you just crafted, Lotherias will give you the recipe. Now you can learn it, send it or sell it.
Since you only need 180 light leather, the recipe can be sold in AH for an high profit from completionists, mainly horde, depending from server prices.
Have fun.

Description
We in Darnassus, especially we craftsman, are quite busy. Young adventurers are eager to test themselves in the wilderness, and are in constant need of supplies. If you can help me fill my orders of leather goods, then perhaps I can teach you an advanced leatherworking technique.
