I found one of these in 'The Whirring Field' when I was trying to find Lil Piggy while holding a Flickering Flame Holder. I found it next to the fence inside of the pen at:
/way 64.74, 28.63 Nerubian DeviceI'm only renown 12 and it requires renown 16 to accept the quest. I was able to pick up the item, but not accept the quest. It was light phased when I looted mine.
One appeared while pulling out a [npc=206820] with [item=206670] at 66.08, 32.59 - I pulled out the vine and it appeared on the ground nearby. Same as the other commenter, I was able to pick up the item but not accept the quest as it requires renown 16.
