Actually, the OP is correct. There are three doorways around the Soul Engine. One of them has stairs, you go up those stairs and the Dimensional Portals are in the room along with a fair number of demon guards and Eredar casters.

While in the Soul Engine: Apocolypse part of Azsuna, I entered a rather large green building. I used the coordinates 32.71, 54.57 to find the entrance way for a set of stairs. Follow these stairs up and voila, there are you Dimensional Anchors, destroy those bad boys! https://youtu.be/MTq0PupEvF4
