The maddest I've been this expansion is other people repeatedly beating me to the whelp cages.
When you land on Illidari Perch to do this World Quest, you will find whelps to freed already around the base but just go direct to the Cave (entrance = 28.24 , 44.83) where you need kill [npc=107216], there you will find tons of jails with whelps and will complete your quest quick.
If you dont have coordinates addon, leave the base to the north, it's the road almost in front,at the left of group of Silver Hand Knights.
