TheWoWDBFrom my experience, and testing, this quest can be completed multiple times at EXALTED. I am alliance and have not tried this on horde yet. I tried it at Honored and Revered and it did not work.
EDIT: After getting another Alliance toon to exalted I can confirm the following:
You can turn in until honored.
Once you hit honored and revered there are no available quests.
Once you hit exalted this quest becomes available for unlimited turn in.

This a repeatable quest that players who are Honored or higher with Lower City can turn in to Vekax for Outcast's Cache, which has a chance to contain rare boots with unique transmogs:
- Windwalker's Footwraps for cloth wearers
- Talonite's Boots for leather wearers
- Dreadhawk's Schynbald for mail wearers
- Ravenguard's Greaves for plate wearers

Sry to necro this, but it's incredibly short-sighted & lame that this quest is Alliance-Only. Horde has no way of earning extra outcast cache's once they're past honored rep with Lower City. Our only alternative is to use an alt, and if we don't have one we're forced to start a brand new toon, which seems a bit extreme for an blue xmog. Meanwhile, the Blues get this. -_-
