You need to have a Tier 3 Garrison to start this quest.
A little clarification for anyone logistically challenged, like me. When you walk into your Level 3 Garrison, walk straight forward, to the back, then turn right down the little hall. There is a room on your left. Walk into that room and look on the left wall, toward the back. The lower shelf has a glowing area. Click there to drop off your lovely tattooing needles!
