I found this badboy in the basement of the archaeology shop in Boralus (alliance) behind a shelf. Screenshot provided, it's behind the gold relic.
Specifically jump behind the weapon rack in the corner and turn to face the low table against the wall, you should be able to see the edge of it. Yes the placement is insane, I don't understand it either.
