Something that's worth to mentioning is that if you have a War Mill in your garrison, it increases both the chance of an upgrade as well as the upgrade itself.

As of today I've seen a onehander get upgraded to epic, ilvl 640. (+30!)

Not sure if this is intended or not, but I'm quite sure that it's worth getting a War Mill before doing this quest, and or before doing Nagrand in general, if the upgrades keeps this up.

Currently, you must complete Proving Grounds at Silver level in order to queue for Warlords of Draenor Heroic dungeons in each role you wish to queue for.

To clarify, if you wish to queue as ..

Healer, you need to complete Proving Yourself: Silver Healer
Damage, you need to complete Proving Yourself: Silver Damage
Tank, you need to complete Proving Yourself: Silver Tank

Even though the achievement is account wide, the flag is per toon, so just because you completed one of the roles on an alt, that doesn't unlock that role on a different character.

I have done up to silver for dps and I just now did bronze for tanking and when I go back to the warlord, I get no option to get a weapon. What am I doing wrong? I am just clicking him and telling him to send me to the proving grounds.

Description

Hail commander. Word of your exploits has made its way back to Trial Master Rotun, and he has requested to see your prowess in person. Fighting in his proving grounds would be an excellent way to spread your reputation to the farthest reaches of the Horde, and beyond.
