Inside Alterac Valley, head to the Harpy Cave (40,29) and work your way to the back and a large circular room. The banner is in the middle of the room. Loot it and return to the quest giver outside of AV for the turn in.
To get the next rank, you simply have to meet the reputation requirement, and he'll have another quest for you. No need to repeat the banner, you just get a new Insignia from him each time.

(Level 51, min) Rank 2: Friendly (3000 rep)
(Level 54, min) Rank 3: Honored (6000 rep)

Its in Alterac Valley and not in Alterac Mountains. I made this mistake when i first got the quest :(.

Before you make your way to the field of battle, you will want to join the rank of Stormpike. Southwest of Dun Baldar, you will find the Icewing Caverns. Planted deep within the caverns is a Stormpike Banner. Venture forth and recover that banner. Return it to me, and you will have earned a Stormpike initiate's insignia.
