When I removed my weapon, pulled all 4 and slowly melee'd them it did work.

To complete this quest you only need to agro all 4 Zandalari members and then kill them. If they don't agro on you, then you won't get credit for the quest.
I only walk up to them and once all 4 are attacking me, I kill then and done.
I had a similar experience to other players. The quest bugged twice, but when I approached the mobs and let them attack me first, I got credit for the quest after killing all the mobs.

One of the trolls' skyscreamers in Za'Tual is undergoing a ritual of torture, its will being bent forever to serve its masters. Kill those that inflict such torment on the creature and we can only hope that it will return to the skies.
