For Anyone who is trying to get as many Toys for their Toy Box before WoD hits, as I am. Here is some information that I hope helps save you some time.
Using the Achievement "One Steppe Forwards, Two Steppes Back as a guide, I went back to Townlong Steppes to finish every quest in the zone to ensure that this quest was indeed never put into the game. I had already completed the Fire Camp Osul and Mistlurkers in the Sumprushes. Other than that, I hadn't done a single quest in the zone.
I started by going to the Gao-Ran Battlefront in the southwestern area of Townlong. I picked up all the quests from Taran Zhu and the other surrounding NPCs. I finished them all, and simply followed the quest line from Taran Zhu. It lead me east near Dusklight Hollow. I did the few quests there, which sent me east again to Rensai's Watchpost and Shado-Pan Garrison. I did all the quests there, and then the questline led me to Niuzao Temple. There was about 10 or so quests in and around Niuzao Temple and then the questline ended.
Once I finished the last quest I was awarded the One Steppe Forward, Two Steppes Back. I checked all the quest hubs in the zone and found no more quests.
I feel confident in stating that this item, and the quest that awards it never made it into Live MoP.
Not all quests in a zone have to be in the zone quest achievement, and not every quest has to be part of the primary quest flow. Not saying this quest is live, just that you can't rely on the achievement and the quest flow :P

Description
The kegs are full of my worst stock. Good for burning, crap for drinking. I've broken out some tankards of my best spirits and had them carried out amongst the kegs though - those are for my well-deserving men! Spirits to raise their spirits after endless, grueling fighting. Would you be up for spreading the good cheer?
