The bombs ([item=81193]) are limited to Townlong Steppes and seem to disappear if you go into dungeon/bg. You can get new set of bombs from [npc=60687]
This quest would not allow me to get any progress for destroying the catapults whilst I had my artifact weapon on. Unequipping the weapon allowed me to do the exact same thing and start gaining catapult kills.

Description
The yaungol's siege weapons - those ballista spearthrowers down there - are tearing apart our defenses both at Longying Oupost and in Kun-Lai Summit. Those terrible weapons must be destroyed. Take these explosives. I've covered them in the pitch that you collected. Toss them at those ballistas, and we'll give the yaungol a little taste of their own medicine.

Ahead of us is the main thrust of the yaungol army. Here, they prepare their vast army to attack the villages of Kun-Lai. If we strike at the Osul now, we can cut them at their very core. Remember, for every of their number that we strike down here, we save one of our own back at home.
