TheWoWDBI just completed the questline. Absolutely loved it and a great finish to Tarecgosa's story.
The mount will not be usable and you won't find it when you first get it. Just log off and back on and it will be in your mount log. Enjoy!
EDIT: The mount is only usable by the character with the legendary staff and that has completed the questline. So, have Dragonwrath and then do this questline. Hope that helps.

To unlock the Quest Rhapsody in Blue you need to start with the following quests from Kalecgos in Azure Archives (The Azure Span).
Pick up Tarecgosa's Rest and talk to Kalecgos right next to you.
Afterwards he will send you away with Love Unending and Forget Her Not.After fullfilling those two quests you want to end them at Kalecgos in the Veiled Ossuary (Thaldraszus).
Doing so he will reward you with the Quest Rhapsody in Blue.
This is sadly, not account wide. Each character with the staff will have to complete the quest to get the visage.
