Even with the Warband updates, seems to require some other quests in the area to be completed before this is offered. After completing Wanted: Frigellus, this was available for pickup

The [npc=192593]'s are located just to the South of the letter ' i ' in Camp Antonidis when looking at the The Azure Span map. TomTom Waypoint /way #2024 46.15 38.9 Azure Defender
