I just found a way a round to solve the problems with this quest.
- First: you have to pick the quest and go to the Azure Archives using the Flight Master (If you use your dragon the progress bar won't appear)
- Second: never ever approach the center of the Azure Archives with the water and the big Crystal. If you do that the progress bar will disappear.
- Third: Never ever use a dragon in the Azure Archives or favorite mount unless it's a ground mount.So, go there using the Flight Master use a ground mount to move around there and kill elementals. It will progress the % of the bar of the quest. Once you've got the quest completed you can go back to the Camp Antonidas in your dragon if you want.

There is a definite bug that made it through Beta into Live.
If you're on this quest and you no longer see a progress bar showing your bottle being filled, enter the nearby dungeon (Azure Archives) then go back out.
That will reset it and show you your progress bar again. I had to do this to finish the last bit to complete it.
DON'T PANIC. This quest has things going on that are unnecessary and seem bugged, making it so complicated -- but the fact is, this is simply a kill quest to fill your energy bar. THAT'S IT.
First, use a ground mount to get around. Your dragon will remove the bar, and you won't be able to see your progress. You don't need to fly anyway. The things in the area you need to kill are not hostile. Once you have the quest, you'll see an "energy bar". You need to kill the elementals to start filling the bar. Once you've killed enough of the elementals in the area, the bar will be completely full at 103. That's it. Nothing else is required. You don't need to jump on the platforms and take a missile to the top tower, even though a fancy action bar allows you to do so. Just get the bar filled by killing the applicable elements and then the objective is complete, and you can turn it in.

Description
In normal circumstances, the capture of energy is not problematic. However, the energy we require is massive and unstable. This enchanted vessel should provide a safe means of transport. There is a region to the southwest filled with energy-laden creatures. The anomalous energy within these creatures is powerful, but unstable. Capture their energy and return it to me. Then we may embark on the remainder of this journey together.
