If your ride with him isn't working, he will be located in the far North-Western corner.
He gives you the opportunity to tell him when you are ready. But he won't move when you say you are. Travel to the Oasis of Vir'sar. Its to be found in the north west corner of Uldum, just above the Obelisk of the Moon. (although in the next quest it is referred to as the Oasis of the Golden Dawn. In the back there is a small camp with Harrison and a flight point.
