TheWoWDB2nd day of the early access of TWW and this quest can't be turned in. The npc is there but doesn't provide any dialogue and can only be targeted, the question mark appears on the map but can't do anything further than that. Many players that were there reported the same issue.
Edit: As many mentioned the quest will most likely be available to turn in after the 1st weekly reset of the expansion since the npc also provides a small event

Turned this in to the Speaker after the reset, there was no follow-up quest. Not sure if this is something further timegated, or just a one-off quest.
