TheWoWDBFor the scallions, you need to keep the vines targeted when you're pulling them out. It's essentially a spell you're character is using when pulling the vines, so if you have no target you will not receive a scallion when you break the tether.

You have to destroy the eggs until you find the vendor that sells the spice. The quest is not at all clear about this.
You need to pull Scallions out of the ground - they look like wiggling worms.

Description
I've set out to create a meal that transcends the ordinary, one that even the emperor wouldn't turn away. I require ingredients from the darkest of shadows to craft this extraordinary meal. Many consider these ingredients forbidden, but they will become a harmony of light and shadow in my hands. Please assist me by harvesting the following ingredients: Shadowblind Grouper, Dark-Nurtured Scallions, and a Vial of Twilight Spice.
