Show Your Mettle

You need Preferred (2/5) or higher reputation with [faction=2544] for this to show up. Doing all of the intro quests for the Artisan's Consortium will get you there.

It is a weekly quest that gives you [item=190456] based on your reputation with Artisan's Consortium. Higher reputation yields more Mettle each week:

• Valued (4/5) — 110 Mettle

• Esteemed (5/5) — 150 Mettle

If you are having trouble getting this quest to show up on a character, make sure that character has done all profession-related Artisan's Supply quests that may be offered at Wingrest Embassy or the Ruby Life Pools. Even if you have done all the other quests offered by Thomas Bright, he does not appear to offer Show Your Mettle unless you have completed the Artisan's Supply quests available for your character.

I had one Artisan's Supply quest outstanding, and as soon as I turned it in to Haephesta at the Ruby Life Pools I was able to get Show Your Mettle from Thomas.

Edit: as noted in the comments it looks like there is a reputation requirement in order to get this quest, so completing the Artisan's Supply missions is one way to obtain the required rep level it seems

1. Targeted Ads - You need to loot 3 items and all of them drop from [npc=193730] and [npc=196212] :
- [item=198346] - Fast drop for me
- [item=198347] - Had to kill a lot of goats
- [item=198348] - Fast drop for me
2. Customer Satisfaction - You have to find and speak with 3 NPC:

3. A Craft in Need - Just speak with Quest Giver and pick reward
4. Show Your Mettle - is auto finish quest to collect Your weekly [item=190456]. Amount of [item=190456] is depend of reputation with [faction=2544].
