If you kill the mobs on the platform at 56.9, 70.7 (Where Skywing jumps down) you will be able to complete the quest. You have to kill them before Skywing jumps down from the platform at 56.8, 70.1. This is confirmed. Helped a friend with the quest that bugged twice before hand. I killed the mobs there as she was on the platform above. Both mobs were dead and Skywing jumped down, moved around a little, then continued without getting "stuck" and her quest completed with the elite.
