WHERE THE HELL DO I TURN IT IN TO?
If you got this doing the Lorewalking version of The War Within, you might need to go to the Foundation Hall in Dornagal and pick up A Shadowy Invitation from Alleria. The portal wasn't showing up for me on this toon despite completing the campaign on lorewalking. You'll then need to do the intro quest chain as mentioned by chrisweston above.
