Go through the entrance immediately behind Oculeth and Khadgar, then turn left. There you will find the location where you need to place the beacon.

After this, do not enter the portal that will open, instead exit the building through the back entrance, opposite to where you entered it. That is where you turn in the quest.

(So, basically, don't be like me, searching the lower level and Shal'Aran for quest objectives...)

This is a final quest of this week (short quest chain, yeah). You have to activate Astravar Beacon (inside the building) and nightfallen rebels will come. Khadgar and other npc's standing farher, just turn in the quest to count March on Suramar part of Insurrection. You also will be able to pick up Fighting on All Fronts quest, it's not part of the chain.

Thalyssra managed to get all 3 to agree to the same thing? I am impressed with her skills of negotiation. Alright hero, Liadrin is already marching on Suramar. Join her forces. Tyrande will flank the city defenders and meet you deeper in.
