Go through the entrance immediately behind Oculeth and Khadgar, then turn left. There you will find the location where you need to place the beacon.

After this, do not enter the portal that will open, instead exit the building through the back entrance, opposite to where you entered it. That is where you turn in the quest.

(So, basically, don't be like me, searching the lower level and Shal'Aran for quest objectives...)

This is a final quest of this week (short quest chain, yeah). You have to activate Astravar Beacon (inside the building) and nightfallen rebels will come. Khadgar and other npc's standing farher, just turn in the quest to count March on Suramar part of Insurrection. You also will be able to pick up Fighting on All Fronts quest, it's not part of the chain.

Description

That is quite a corridor you and our allies have punched through the city. It will be difficult to hold but it will cut a wedge in Elisande's forces. Oculeth has been busy redirecting a telemancy beacon to this location but wanted to give you the honor of activating it.
