If anyone is as confused as I was about how to start this , go to Om'torid on the top of the rock at approx. 75, 30, and talk to him to start the race.
I had a weird issue where I couldn't fly through the barrier in a few areas on this Quest. that means I couldn't finish the race. Sometimes it was coming back into the Oasis through the Barrier, and others when I couldn't get back out for the secone leg of the race.
Finally, I quit the game to BattleNet and logged back in and that resolved it.
IF U run into this issue, the one thing I noticed is at the first exit from the Oasis...through the barrier...there was a tent in the way that I had to skim over.
After relaunching, this was gone when I ran this on an Alt.
EDIT: the "Tent" was from the Ridge Racer Quest.
