For Either side it is simple, Go to the opposite Faction city and "loot" a flame from their bonfire. Each flame begins the aforementioned quests. Once all three have been turned in you will Recieve "A Thief's Reward" ( http://www.wowhead.com/?quest=9339 )and your crown
