You'll have to collect the fossil fragments yourself. If you forgot to bring your fishing rod with you, [npc=56069] on Darkmoon Island sells fishing supplies.

In order to get this quest, you need at least 75 engineering skill in the classic engineering area. I had 140 Kul Tiran engineering and Rinling wouldn't offer me this quest. Upon getting classic engineering up to 75 (which only costs a few gold worth of mats), he offered me this quest.
As with all the Darkmoon Faire profession quests, you need a skill of 75 in that profession to be eligible for the quest.

Description
The steam tonks are one of the Darkmoon Faire's most popular amusements. Our visitors love to test their skills for hours and hours, but the tonks take a real beating from all that fun. You look like you know your way around a wrench. Mind helping me fix some of the damaged tonks and return them to working order? I'll compensate you for your time.
