This was unavailable to me and none of the dailies are available to me either. How do I unlock it if the starter quest isn't available.
*EDIT* Figured it out. Needed to have Fishing learned.
It appears that this quest also becomes unavailable if you go down to the Anglers area (Anglers Wharf) first and complete a daily BEFORE talking with Master Angler Karu.
