This is an alternate version of The Azure Vaults.
It is available from Kalecgos in The Azure Span if you complete the Blue Bragonflight questline The Veiled Ossuary before you have completed The Azure Vaults on this character.
It is otherwise identical to The Azure Vaults.

This quest would normally be available from Sindragosa, and was expected to be completed by a fresh level 70 character at the start of Dragonflight.
However, the simulacrum peacefully passes on during the events of The Last Conflict and thus is no longer present at the Azure Oathstone to start the quest.
Kalecgos remains at the Oathstone and will offer this quest to you in her stead, with slightly modified text referring to Sindragosa in the third person.
Just complete the dungeon.
