"The introduction questline is available once you have progressed your War Campaign past the point where you have established 2 footholds on the other faction's continent and level 116. After your footholds are setup you should have a quest auto-accepted called "The Azerite Advantage."
If you as me have already complete this pre-quests with Alliance you will only go to NPC Captain Rez'okun and click on table of expeditions to start it
Not sure if something had changed but as of Dragonflight this won't pop up at all. Level 70, completed 2 footholds, logged out a couple of times, travelled back to both footholds; nadda.

Description
We have received intelligence pointing us toward a reliable source of Azerite. We must move quickly to acquire these resources for the Horde. Report to the Banshee's Wail to aid in this urgent mission.
