TheWoWDBIn my experience, [npc=65612] will always drop [item=85282] (as long as you are on this quest, of course). If you can easily kill him, it may be worth stopping by his lair every couple of minutes and snatching a flank. Even if it's not 100% drop rate, it's damn near so.

I'm kind of surprised that no one seems to have noticed by now, but the quest text directs you to Windward Isle, "to the northwest". It is actually to the northeast.
Similar to the droprate of [item=82869] for the Kunchong Treats quest in Dread Wastes, it appears the droprate for [item=85282] was drastically reduced as of 5.2.0
