It doesn't matter what your realm / faction you belong to - please, please, PLEASE send blizzard a suggestion to increase the spawn rates of these books!
My suggestion message to blizzard was:
" Hello,
The spawn rate of [Ancient Sutra] in the quest [Saving the Sutras] is too low.
Please increase the spawn rates and preferably increase the amount of locations available for this quest item to spawn.
Thank you. "

I have to give Blizzard credit for creating an immersive experience here. Between the over-camping and the abysmal spawn rates, it really does feel like I'm being consumed by the Sha of Doubt...
The Blizzard Gods must have heard the complaints about the spawn rates because as of 24/05/13, I had NO problem collecting these tomes :)

Description
My adepts had to abandon their studies when the sha invasion began. Unfortunately, they left their books scattered around the temple grounds. These priceless works of knowledge must be saved! The sutras can be found near the Training Pit and the Adept's Ring to the northeast.
