If you get stuck at Arthas like I did, you have to stand practically on top of him and then the lantern (extra action button) will show up on your UI and you can click it to start the dialog.

If you are like me and can't find out where to start the scenario, just enter the Sunwell instance through the instance portal and you will be placed in the scenario automatically.
When you enter into the Sunwell you will be faced towards the ramp going down. You will want to turn around facing the "entrance" where you were ported in. You will then see the gold figure of yourself standing in the center of a carpet with a sun on it.

Description
The flame of the lantern dims. Your final task is to rekindle it. In order to do so, you must walk one remaining path. While we are fortunate to hold the Sunwell once again, we must always remember that it was yet another part of us that Arthas took away... and that our late prince was forced to find us a new way of life. Enter the Sunwell Plateau, and witness its fall.

While the monument here was intended to honor the fallen members of the Shattered Sun, it quickly took on a second meaning for the sin'dorei. It was not far from here that we lost one of our greatest heroes: Anasterian Sunstrider, the last king of Quel'Thalas.
