TheWoWDBI had this quest and for whatever reason I was not at 'The Crucible' (platform above Oribos). I could find no map mark or NPC to help me get there.
Until I found that Tal-Inara, in The Enclave, could send me to The Crucible to complete the quest.

Description
The time has come. Let this bring the dark saga of Sylvanas Windrunner to a close and herald a new dawn for the Shadowlands. Speak to me, and we will begin.

At no time in the last two expansions did it ever feel that Blizzard was going to give Sylvanas the story she deserved, it was like being part of a bad book that you already knew the ending to, over the course of more than 4 years.
From the time I began maining an undead years and years ago on this game, there was always a hope that someday they would allow her to be a true leader, and not further the storyline making her into a sleazy conniving evil character, but they did exactly that.
It doesn't matter that they made her "remorseful" or "peaceful" or whatever you want to call it, if this were to end now she has all the appearances of an evil character weakened to the will of the Alliance. At what point does Blizzard plan to throw one of the Alliance leaders to the wolves as the "bad guy" again? Hasn't happened since Arthas, and even that was a stretch by comparison to what happened here with Sylvannas. It's happened now multiple times to Horde leaders.
From a story writing standpoint, Sylvanas never had a chance to be what she could have been, and that is truly sad. We the foresaken can only hope there is some sort of rise to power, where a true story for her can emerge, because this was absolutely atrocious.

When I became the new Arbiter, I vowed to myself that I would listen to those around me, to take their counsel into consideration before passing eternal judgment. I have an inkling of what Tyrande intends for Sylvanas. Her fury is tempered by wisdom, and I trust in the decision she has made.
