If upon completion you find Khadgar isn't at the location indicated in the Bulwark, you can still find him at the portal he was opening during the whole raid. From the Bulwark you can take a Kirin Tor portal to that location.
Big thing this quest doesn't tell you: when you complete it, the portal will appear NEXT WEEK.
So, make sure you go turn this in the week you complete it, otherwise the next week you turn it in, you'll still have to do all the bosses in the second half of the raid again that week.

Description
This would all be so much simpler if we could just teleport directly to the top of the Citadel, where Gul'dan works his dark magic, wouldn't it? But while demonic power fills the halls, my magic cannot penetrate to such heights. If only I had powerful Fel Essences to work with, I could attune my magic to their defenses and bypass them. But the only place you might find such concentrated fel energy would be atop the Citadel itself. What a conundrum....
Getting there

When Garrosh encouraged Grommash to begin construction of this massive stronghold at the heart of Tanaan Jungle, to serve as a staging ground for the assault of Azeroth, he even suggested the name Hellfire, pulled from a different time and a different land.
