For those wondering about the materials needed/used. The Rune Vessel and 2 Missives are not consumed when turning the quest in, so you are free to either craft/buy the cheapest just to turn the quest in or craft/buy a higher piece that you intend on using later for your best in slots and just saving it after completing the quest.

Description
The final components you'll need to acquire are... vessels... rune vessels! Armor to hold the might that will be imbued. And... powers? No... missives? Yes! Missives will allow your item to enhance your own personal strengths. But they cannot be the same. No, the two must offer different benefits.
