I would recommend not to bother with Elementals and just kill the small Living waters. Compared on how much they drop to elementals it is much faster.

The quest giver for this is on the ledge just above the cave where the Legacy of the Mad Mage quest is in Azah'ari Terrace. Accept the quest, go down the ramp to the pools and kill water elementals and living waters, they drop the living droplets needed to complete the quest.
If you go the the pond at 58 28.6, there's enough living waters to get all the droplets in one go.
Follow the NW edge after picking the quest, the pond is just below the path.
