These quests are absolutely idiotic. I've done it many times now and it either seems to drop off the first kill or takes forever. As near as I can tell the mobs directly by the chest are the ones that drop it and if they aren't there wait for them to respawn.
The game will tell you mobs should drop it (through the tooltip) but I've never gotten it from any mobs that aren't right near the chest.
Seriously idiotic quest.
What's with blizzards deal on making every single water-like area an absolute @#$%ing nightmare? Nazjatar blows donkey balls.

What to do
Description
The heavily reinforced chest is of naga construction and appears to be reinforced with a magical lock of some kind. Magical reinforcement aside, the cache still requires a key to unlock. The key is most likely being held by one of the nearby naga commanders.
