For some reason, Arator had moved. Arator at 49,68 had no new quests for me, but Arator at 47,69 (small wrecked house down the hill) had this quest to pick up.
It seems that any quests that reward a Housing Decor item only award it on the 1st character on which you complete the quest. For this quest, specifically, I thought it was possible that, e.g., if you choose [item=253485] on your 1st character, then on your 2nd character you'd be offered only [item=253488] -- but that doesn't seem to be the case, judging by Nightwatcha's comment. Anyway, rule of thumb: any time a quest reward item says "This is a one-time Warband bonus." at the bottom of the item's tooltip, that means it's only awarded on 1st completion per account.

Description
We can't let the Twilight's Blade get away with this. There are innocent citizens all over town who had nothing to do with this cult. You heard the governor: anyone who doesn't join will be executed. I won't stand for that. Go--aid any civilians you can find. Get them out of harm's way. If they're being attacked, take their attacker down. Tranquillien will not fall under my watch.
