It is one of the Intro quests in Night Fay covenant questline.


  2. Go to the Transport Portal in the middle of the Oribos

  4. Teleport to the Ring of Transference and go to the windrider [npc=175112]

  6. Fly to the Ardenweald Refugee Camp or some other windrider if you don't have it.

  8. Turn in location is Lady Moonbery in the Heart of the Forest
    She is in front of the Refugee Camp windrider.

I figured it out if you're still struggling. There are 2 flight points in the Heart of the Forest if you have chosen the Night Fae. There's one on the north side that you access from inside the tree that is for covenant members. Why the general one outside on the East side wouldn't work as well is bizarre, but there you go.

Description

I knew we were gonna get along! Welcome to our covenant. Well, almost. There's just a few details left. Little things. You know. Oaths to be made, blood pacts to sort out, firstborns to be promised. <Moonberry snorts a laugh.> I'm just kidding! Well, not about the oaths part. We take those seriously around here. I'll meet you at the camp outside the Heart of the Forest!
