Since wowhead does not have it listed as of the time of this comment, I will add that the item that starts this quest dropped for me off of Dorogg the Ruthless while doing the Horde quest "The Butcher of Bladespire".
Considering I didn't find specific and accurate information about this item for toy collectors, I will spam here and on the other similar topics what I learned about this.
I dropped herbalism in order to get JC. My JC skill is 7. I have cleared all the quests in Frostfire ridge before, so killing Dorogg the Ruthless again was impossible for me. So I was killing the ogres under Bladespire citadel. It took me about 20-30 kills before the item dropped.
I already started JC boutique in garrison but it was not finished when the item dropped. The building was in progress.
