you need to take down the first boss [npc=102263] to reach this World Boss
Appeared today on the US servers as a world quest located inside the raid, probably similar to the old Throne of Thunder mini-bosses that had a chance to give you loot, will be running NH tonight will return with any information that may be important.
Edit: No one in our group of 30 got any gear from him on heroic, he seemed to be solely the target of a world quest and did not act as the ToT bosses which had a chance of loot.
