This quest is bugged as of august 27 2018. Got up to this point the dude is bugged in his table evading everything on Argent Dawn EU. If its not fixed then its not possible to continue the questline and unlocking the nightborne allied race.
You can find [npc=115526] at 44.6 53.6 point. Use your [item=142260] on to him to dispell his shield and then defeat.
