The item to start the quest dropped 1st time of mobs right outside, recommend you bring the 4 handfuls of cobalt bolts & 5 overcharged capacitors before you go out to pick it up though.
You need to be engineering level 400 before you do this. Once you are, the first guy you kill will drop it. This is important as if you are lower than 400, you will be there killing for a very long time. ;)
