The Spawn itself appears to be triggered by moving to a certain point, so don't wait for it, instead keep moving around inside the cave and/or outside the cave.

Just killed him in a party and the ring was only lootable by one member.
I just did this and it's slightly confusing. There is no "spawn" time anymore it seems; rather, he appears when you exit the cave. Essentially your movement past a certain point triggers his arrival, along with one of the stormforged machines being attacked by a friendly. I cannot confirm or deny that he is triggered upon entering the middle of the cave; I ran in and out of the cave area for 10 minutes.

Description
I never found the core... but I've often spoken to the keeper Creteus, and his omissions give him away. You'll find Creteus over the mountains to the east, in the Foot Steppes, keeping watch on the Engine of the Makers. The core might well be in there, but you'll need to win Creteus's favor. The iron dwarves were here looking for something... it might well be the core. They took my ring. Find their leader, get the ring back, and show it to Creteus so that he knows I sent you.
