FYI, it appears this WQ cannot be completed if you are currently also working on Gaining the Upper Hand with Thomas Zelling. When you are in this area, the named NPCs don't appear where map indicates, and killing Tidesage Archivists in the area does not count towards the 6 kills needed. I had to finish up the quest and take the portal out of this area. I came back to the Monastery the next day and I was able to complete the WQ normally.
This didn't work for me. I did as you described but I still can't engage her at all. Can't complete the quest.
