If you're like me and can't seem to start this in Shadowlands/pre-patch. You have to do the short questline starting with [npc=154464] which will take you to Silithus to get the Hearth. Once you do that (10 minutes including cutscenes), this quest will show.

That is, if you've done all the other things said in this commentsection as well.

Was trying to help out a buddy that has not gotten a main to Nazjatar as of yet, and was getting all swept up into all that is required is friendly rep with the 3 factions of Proudmoore Admiralty, Storm's Wake and Order of Embers. We ended turning in tickets to Blizzard and they were replying back with the same message, however Mypciscraze hit the nail on the head, we only had half of the storyline from Nazmir Foothold completed & none of the Island Expeditions storyline completed. So if your stuck, and you're thinking that you have the friendly rep needed and level 120, that is wrong, follow the advise of Mypciscraze finish everything he has posted.

So the quote below by Mypciscraze was the perfect missing link to getting to Uniting Kul Tiras
Which of course will get the ever elusive The Wolf's Offensive, that takes you to Nazjatar

Where to go

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits

Before this quest

Taken from the quest's prerequisites.

  • Return to BoralusLevel 35-60

I think that's enough excitement for today, lad! Why don't ya get back ta Wyrmbane and tell the man we've got this place all under control. I'll make sure the blood trolls don't get any more of our folk! Ha!

  • Return to BoralusLevel 35-60

Shatterstone Harbor is an expansive foothold, and one that we will use to great advantage against the Horde. I will leave Umbric and the others in charge here. Let's get back to the Wind's Redemption and return to Boralus.

After this quest

Taken from the storyline's own step order.

  • A Mission of UnityLevel 50

You have done much for the Alliance during your time here in Kul Tiras, <name>. Today we must ask more of you. Return to the Wind's Redemption when you have the chance so that we can discuss.
