You're looking for Thomas Zelling. First, go to (70, 85.5) when looking at the map of Boralus (not Tirsgarde Sound). You will see a small cellar; go down there and you might see a portal called "Portal to Plunder Harbor". Don't go in there. It might take a few seconds for Thomas Zelling to show on your screen to turn in the quests. This is where I messed up.

If one of the summoners is bugged out on your server like it was on mine and you can't attack the elemental to get the key, just try phasing to another server by joining any group in the group finder. That worked for me and a rogue on my server. I was able to invite him while phased to the other server so we could both get completion credit.

Description
There is a reason why I am accompanying you on this mission, and it's more than familiarity. The Abyssal Scepter is locked behind a ritual, the components for which are held by three separate lieutenants spread across the compound. You get the relics, I perform the ritual, we grab the Scepter and we get out.
