TheWoWDBI found if i approached very slowly by tapping forward while walking, I could get into range of her to complete the quest. Try talking to her on her right side, that seems to be the area you can get closest too.

i've only done the quests leading to "The Wavespeaker" and im able to see Wavespeaker Valoren and can talk to her from all sides.
If you approaces her and accepts the quest "Free Wil'hai" before getting this Q, Captain Taylor wont even offer you "The Wavespeaker"
I am yet to try to complete "Free Wil'hai" and then speak to Captain TaylorI'll try that and update with the result.
Update
Captain Taylor doesnt offer "The Wavespeaker" after you've completed "Free Wil'hai" so if you are going for achievement "Sinking into Vashj'ir (ally)" / "Sinking into Vashj'ir (horde)" go talk to Captain Taylor before taking "Free Wil'hai" (giving you 1 more Q)
I am at this npc right now, she appears and as soon as you get close enough to interact, she disappears.
