TheWoWDBIt may be confusing because you see a lot of "mana-drained Whelpling" NPC's laying around but these are different than the "mana-starved whelpling's" that you need to revive.If you're wondering why you can't click all the whelps lying on the ground you're trying to interact with the wrong ones. The spawn rate is ridiculously low but I found two hotspots which generally have decent spawns; the first is the Azurewing Whelplands tower, right by the NPC Agapanthus. (Coordinates 48.46, 16.65). The second spot is Runas' Hovel which is a small cave (coordinates 44.37, 17.25)

May be broken with the prepatch. (In my case, there were plenty of 'living' whelplings to revive, but I was unable to interact with any of them.)
There is a cave entrance at 44.36, 17.30. There are 3 whelps inside and one just outside that are spawning very fast. I hope this will help you to complete the quest fast since the area is now overcrowded.
