You need to get the crystal at the stairs (49.5,15.5) in order to revive the whelps.
There is one whelp near the crystal, and 3 more on the floor of the room of the temple (48.1,16.7).
However, you can easily find a lot of them on the hill just in front of the Projection of Senegos :)

I don't see any in front of Senegos, just the one on the stairs and the 3 inside the temple.
